The history of Cosmetic Valley

A story which began in the 1970s

The decentralisation policy of the 1970s encouraged major perfumers to move out of the Paris region.

A great number decided to set up production south of the Ile-de-France:
- in Chartres (Eure-et-Loir): Guerlain, Coty-Lancaster and Paco Rabanne have set up in Eure-et-Loir;
- in Orléans (Loiret): Dior and LVMH Recherche (Guerlain, Givenchy, Kenzo) in Orléans,
- in Val de Rueil (Eure): Hermès and Johnson & Johnson (Roc, Neutrogena)
- in Blois (Loir-et-Cher): Sisley, Procter & Gamble (Head & Shoulders, Herbal Essence) …


The presence of these major industrials is encouraging more and more SMEs to set up in the region, working under the big brands:
- Primary materials: essential oils, aromatic primary materials, principle actives...
- Packaging: plastic injection, glass production, POS promotion design
- Manufacturers, conditioners and formulators of cosmetics products,
- Control laboratories,
- ...

Likewise, foreign investors in the sector are choosing to establish their European bridgeheads in the heart of this region where the strong links between beauty businesses and the presence of numerous professionals make it easier for them to start up operations:
- the Japanese firm Shiseido has set up in the Loiret,
- the Korean company Amore Pacific and Germany's Reckitt Benckiser have built manufacturing plants in the Eure-et-Loir.

1994: the creation of the Cosmetic Valley association

Those involved in the beauty sector in the Eure-et-Loire were the first to organise a network in 1994.

Some 20 of them formed a professional association. Jean-Paul Guerlain was named President.

With the backing of local authorities, the Regional Council and the City of Chartres, an ambitious strategy enabled Cosmetic Valley to quickly become noticed.

Designated an "SPL" (Localised Production System) from the year 2000 by the government agency DATAR, Cosmetic Valley is now among the most dynamic skills clusters in France.

Between 1994 and 2000, Cosmetic Valley was active in the creation of 3,000 jobs in Eure-et-Loir.

2005: Cosmetic Valley was designated a "competitiveness cluster".

When the State decided to embark on a new economic policy, creating competitiveness clusters, all those in the region called on Cosmetic Valley to head this ambitious project. It earned its competitiveness cluster designation in July 2005.

This prompted the association to undertake a quantitative and qualitative leap.

Its sphere of action grew, increasing from one département to six spanning three regions:
- Centre,
- Ile-de-France,
- Upper Normandy.

Universities and other training bodies joined, bringing their expertise to the cluster.
