The cluster covers many high-level research laboratories in highly diverse fields such as biology, chemistry, genetics, materials and life sciences…
The six universities (Orleans, Tours, Rouen, Versailles, Le Havre, Cergy
Pontoise), the CNRS national research council, BRGM and several INRA sites
within the cluster account for the 200 laboratories boasting highly
qualified human resources (7,680 researchers) and cutting-edge
technological means.
41 research projects approved worth €75 million (figures updated

At the end of 2009, 41 research projects were approved totalling €75
million and involving companies throughout the cluster (55 SME’s, 16
groups), in partnership with public research laboratories (34
laboratories).
Cosmetic Valley serves to facilitate and accelerate perfume and cosmetic research projects.
It provides individualised support, project feasibility studies, contacts with companies that may join up around a common theme and with research laboratories with the requisite skills and studies financial packages.
To be eligible for the competitiveness fund and to benefit from state aid, a project must be collaborative and involve at least two companies and one public research laboratory.
The project must be innovative, feature economic returns and create jobs.
It must then receive two approvals from Cosmetic Valley:
:: A technical approval by the Cosmetic Valley scientific council
:: A strategic approval by the Cosmetic Valley steering committee
Once the approvals are obtained, the project is referred to the finance committee which includes various partners such as the ministry of industry, research ministry, OSEO, local authorities and private partners.
The committee decides on the most appropriate source of financing.
Public financing which can be allocated to companies submitting a collaborative research project varies between 30% and 45% of the overall budget depending on the size of the company.

The State budget for financing competitiveness clusters has been set at a minimum of €1.5 billion over three years (2006-2008).
Requests bids are regularly issued to finance research and development projects submitted by competitiveness clusters.

Cosmetic Valley strives to promote innovation to enable companies to make the most of university research skills within the cluster by facilitating cooperative projects combining public laboratories and private companies.
Knowledge of research resources within the cluster makes it possible to offer companies and SME’s in particular collaborative projects based on the principle of cross-fertilisation.
These projects lead to medium innovation and competitiveness on a highly competitive market.
Collaborative projects also enable laboratories to be known by companies.

Cosmetic Valley has organised and instigated various events in France and abroad with the aim of publicizing the excellence of the cluster’s French research in cosmetics and scents.
With support from public and private research in the competitiveness cluster, Cosmetic Valley launched a cycle of scientific conferences in 2006 which is destined to expand quickly.
